The Glencarlyn Community Benefits Plan, submitted to the County as a requirement to get a loaner snow blower, focuses on pedestrian safety. The map above shows the areas to which we committed to clear. Priority A is Carlin Springs Rd (CSR) from the Hospital property (just below 5th Rd) to 3rd Street on the east side. This is the portion of CSR which is part of the designated walking route to Kenmore from the south, and for the Campbell students walking from Glencarlyn. The sidewalk along this section is 5 feet wide with, no utility strip with fences along many properties. When the plows dump snow on the sidewalks the kids walk in the street. The hospital is responsible for the sidewalk on their property, and since it is set back from the street it is less of a concern. If the hospital does not clear it in time for school, we may choose to add that to our clearing. Kenmore will be responsible for their sidewalks. The Priority B are the other primary routes to school and main bus stops. It includes the east side of CSR from 3rd to Arlington Blvd (AB); the south side of 3rd street from CSR to Jefferson; 5th Rd South west of CSR to Carlin Spring Elementary (north side); the first part of the AB service road from CSR (metro bus stop). The Priority C includes student and bus rider routes - west side of CSR from AB to N Kensington (Kenmore students from north); from the library to Carlin Hall; and the AB from the bus stop at CSR to the Manchester (metro and school bus stop). Excluding the hospital and any neighborhood streets not listed, that is 1.4 miles of sidewalk.
Additional Information — Snow Clearing Plan The snow blower crews will need to re-clear along Carlin Springs Road and other areas after the plows push snow back on the sidewalk. This will need to be done before the plowed snow starts to harden, so it may be some time before the snow blower can address other priority areas in the neighborhood. Note that the plan provided to the County does not include most of the neighborhood sidewalks. Within the neighborhood we will focus on sidewalks and driveways of those elders or unable to shovel themselves that lend themselves to snow blower clearing. Many walkways to the houses have steps and will need to be cleared by hand. The use of the snow blower will be prioritized, part based on urgency, part first come first served and part what is close to the where the crew is located. As the winter progresses, and we have more experience, we will update the clearing plan. One factor will be the amount of snow; with a very deep snow, the snow blower may be used to provide access to areas not being reached by the County snow plows. HELP NEEDED In addition to those operating the snow blowers we can use shovelers, people to help plan the prioritization, identify residents who are unable to clear their own snow and to help manage the operation during snow clean-up.
