We had a presentation at the March GCA meeting which covered the development and architectural history of Glencarlyn. The County is also looking for any comments or corrections to the information being used in the nomination by mid April. It includes the nomination (which has a wonderful description of the architectural history of Glencarlyn), information on the process including the background of Glencarlyn's nomination, a detailed inventory of every house in the District and a number of photos. Before the nomination can be submitted to the state of Virginia and subsequently to the National Park Service, each landowner in the designated area will be: · Sent an official letter (by mid-April 2008) from Arlington describing the effect of being listed in he National Register of Historic Places · Invited to attend a presentation on the application for inclusion in the National Register at the Arlington County Board Room with officials from the Virginia Department of Historic Resources on May 91th. Michelle Nuneville Mr. Backus: I have finally had some time to make the necessary inquiries into the newspaper issue in the Glencarlyn Community. Here is what I have done: For a week, I tried contacting the Examiner's Circulation Manager, Mr. Dante Allen who, after two attempts of leaving him messages, failed to return my calls. Onto the next contact…. I spoke to Ms. Becky Brown who is the circulation supervisor and she advised me that she did not have a copy of the current "opt out" list for the neighborhood so I faxed her one, along with my information. She relayed to me that she would fax this list to her distributor, Ms. Janice Johnson, who in turn would let her independent contractors know not to deliver the newspaper to those "opt out" addresses. Ms. Brown stated to me that there are penalties if the Independent Contractors/carrier personnel do not honor the customer's request to "opt out". Unfortunately, she was unable to provide me with the information as to what those penalties are? I spoke with Ms. Janice Johnson, Independent Contractor for the Examiner and who is in charge of the Glencarlyn area, today March 19th, and she advised me that she received the list on March 18th and another list on March 19th that was in street order which will make it much easier to review with her carrier personnel. This information was sent from Ms. P. Archer. Ms. Johnson assured me that she would review the list to ensure that all addresses were in their system as "opting out" of the newspaper. She further stated that some of the addresses were new to the "opt out" option so this may take a few days to ensure that all addresses are covered. In my discussion with Ms. Johnson, and understanding that she does not work directly for the Examiner newspaper, the Examiner has been known to cease delivery of the newspaper to the entire community if they so choose to or if it becomes too much of a "burden" for the Examiner. I spoke with Chief Magistrate Hellyer about the littering issue and he had the same issue in his community. The bottom line is YES, we can cite for littering if we catch the carrier delivering a newspaper to a residence that has "opted out" of the Examiner newspaper, each time they deliver the newspaper. An incident report would be written for littering and the delivery person cited. This would be done during the midnight hours since that is when the newspaper is delivered. With all of this said, Ms. Johnson wants to work with all of you to ensure that you don't get the paper in the future. In fairness to her, since she just got the list a day ago and an update as early as this morning, I suggest you give her a chance to check the list with the database and her employees to ensure that all understand where the papers should be delivered. I explained to Ms. Johnson that if this continues, we would have to begin enforcement action and she does not want that to happen. And if I had to take a guess, if we started citing the carriers, then you may not see the Examiner being delivered to the neighborhood again. So this is where we stand for the time being. Both Becky Brown and Janice Johnson have my contact information and I have told them that I will email them if I get inquiries from the community on continuing deliveries to "opt out" residences. Four Mile Run Drive. The attack happened at approximately 1:30 p.m. on March 16, 2008. The 37-year-old victim was walking on the bike trail behind Barcroft Park when she was grabbed and pulled into the bushes by an unknown subject. The suspect placed a cloth over the victim's face, sexually assaulted her, and then fled on foot. Detectives are looking for more information from the public regarding this assault. Anyone who was on the bike trail that runs between S. Walter Reed Drive and S. George Mason Drive, on March 16, between 12 pm and 2:30 pm, is asked to contact police. Police are increasing patrols on the bike paths. They also urge people who frequently spend time on bike trails and other secluded areas to be cautious and aware of their surroundings. Women should avoid walking or running alone, and they are encouraged not use devices such as headphones that prevent hearing someone approach. People should report anyone observed acting in a manner not consistent with other bike trail users, such as loitering in the wooded areas, as suspicious behavior. According to the National Law Enforcement Officers Memorial Fund (NLEOMF), 181 officers were killed nationwide in 2007, a 25 percent increase from the year before. The increase is alarming, and it gives a group of Arlington County police officers even more inspiration to complete an arduous bicycle ride to remember the fallen. From May 10 - 12, five Arlington officers will participate in the 2008 Police Unity Tour. Their motto is "We ride for those who died." They will bicycle from Portsmouth, Virginia to Washington, D.C. to honor officers who have died in the line of duty and to raise money for the National Law Enforcement Officers Memorial Fund. Hundreds of police officers from across the country will cycle to the site of the Memorial in Northwest Washington and deliver donations to the Memorial Fund. Since its inception in 1997, the Police Unity Tour has raised a total of $4.3 million dollars for the NLEOMF and its latest project, the National Law Enforcement Museum. The team from Arlington raised more than $6,000 dollars last year and has contributed more than $30,000 over the past four years. This year, Tour veterans Detective John Donaggio, Corporal Tom Jessup and Corporal Bethany LeFrancois will be joined by two Arlington Auxiliary Police Officers, Eric Bonetti and Alex Yesnik. The 2008 Neighborhood College, which meets on Wednesdays for six weeks is series of workshops designed to teach residents about Arlington's government operations, decision making structure, leadership and community building.
